In addition to the requirements for a Certificate of Rehabilitation set forth in the program regulations, the following guidelines shall apply:
- Substantial rehabilitation means interior and exterior rehabilitation work that preserves the historic building in a manner that significantly improves its condition.
- Qualified rehabilitation expenditures include any costs incurred by the property owner in renovation, restoration or reconstruction of the historic building, but excluding new construction outside the existing structure, enlargement and landscaping. Reconstruction of a missing historic feature (i.e., porch, cornice) can be qualified rehabilitation expenditures provided that the reconstruction is based upon historical or physical documentation.
- The owner-occupants of the individual condominium units are eligible for a Certificate of Rehabilitation. The Director will review the entire scope of the rehabilitation project to determine whether or not it meets the applicable "Standards." Work performed as part of the total rehabilitation project that does not meet the "Standards" will preclude the issuance of the Certificate for individual units.
- Cooperative buildings are eligible for a Certificate of Rehabilitation. One certificate will be issued for the building as a whole, not to individual units.
- Residential buildings with up to six units are eligible for a Certificate of Rehabilitation, provided that the building owner occupies one of the units. One Certificate will be issued for the building as a whole, and not to individual units.
While applying for a preliminary approval of a project is not required, it is strongly encouraged. This helps to insure that the project will comply with the "Standards." Property owners applying after project completion are responsible for documenting pre-rehabilitation condition.
